9·11테러 이후 미국은 대터러전을 수행함에 있어 이라크를 최대 위협으로 간주하였다.
미국은 WMD를 제거하고 테러 발생 환경을 근원적으로 차단하고자 이라크 내 후세인 정권의 교체를 추구하였다. 미국의 주도로 시작된 이라크 전쟁은 전쟁 준비, 결정적 작전, 안정화 작전의 3단계로 구분되어 시행되었다.
